WASHINGTON, Jan 19 (Reuters) - The U.S. Senate appeared headed for a vote on changing its filibuster rule on Wednesday, after a Democratic voter-rights bill failed to secure enough support to overcome Republican opposition.
Voting on the bill was continuing.
