MOSCOW, Jan 17 (Reuters) - Russian military forces and hardware began arriving in Belarus after Minsk announced the neighbours would stage joint manoeuvres next month, the state news agency Belta quoted the secretary of the Belarusian Security Council as saying on Monday.
